A state budget is constitutionally mandated. It is literally the most important job of a Senator – to pass a state budget.
At one event Jay Lane says he is OK without a state budget, then a few weeks later he says we need one.
Did his advisors correct him on this?
Does he just say what he thinks his audience wants to hear at the time?
